&lt;p&gt;Look who's opposing the measure: major corporations committed to private enrichment, public interest be damned. Nothing surprising or offensive there. That's what corporations are supposed to do – raise profits at all costs. But what's good for the 1% is rarely the same as what's good for the 99%. To empower the few at the expense of the many is clearly inappropriate as a basis for public policy.&lt;/p&gt;

&lt;p&gt;Now read the comment threads. Based on implicit (or even explicit) ideology, and on reasonableness and civility of demeanor, what sort of person writes here in support of the measure, and what sort writes to oppose it? What's the tone of the respective writers?&lt;/p&gt;

&lt;p&gt;Ironically, those commenting here in support of the exploiting 1% are either very effective role players, or are in fact among the 99% whose exploitation they are promoting. Variation on a tired joke:&lt;/p&gt;

&lt;p&gt;I've been analyzing the industry for 23 years and am a student of networks over the past 2000 years, but there is always more to learn.  If you care to provide specifics that refute the value of equal access, I'd be happy to develop this thread further.&lt;/p&gt;

&lt;p&gt;Let's start with the misguided and fraudulent Kingsbury Commitment whose 100 year anniversary we'll celebrate this December.  Then we can trace through all the information monopolies you speak about that were fostered by governments that wanted to maintain control.&lt;/p&gt;

&lt;p&gt;But there is no question about Dial-1 equal access in 1983 and the impact it had.  Nor the impact of preventing the Bells from shutting down the backdoor they created to stave off competitive WAN threats in the mid to late 80s, which became the internet of the 90s (flat-rate dial-up).  Nor the mandate to roam (or clear) across A/B analog networks which was extended to the nascent PCS providers in the early to mid 1990s, which in turn led to the digital wireless revolution.&lt;/p&gt;

&lt;p&gt;Funny, but the US technology community became ascendant in all 3 areas and our economic growth exceeded the wildest expectations of the early 1980s as a result.&lt;/p&gt;

&lt;p&gt;All of this was reversed beginning with the farcical Telecom Act of 96, adversely impacted by special access "de"regulation in 2002 and then finally the government terminated equal access with Band-X 2002-2005.  The result is that bandwidth pricing has disconnected from Moore's and Metcalfe's laws and we face a price to cost arbitrage that is larger in relative and absolute terms than what existed in 1983.&lt;/p&gt;

&lt;p&gt;I suggest you spend some time with wikipedia tonight and start with a search on the telegraph, move through to the creation of the Bell telephone co., the FCC, ITT, BT, NTT, the cable and sat industries and then onto CI I/II/III. At that point you should probably search for primers on IP (intl prop) and patents in technology. Then back to the FCC and Congress for 1990-current actions.&lt;/p&gt;

The biggest builds, as far as I am aware, exist here in the SW.  According to EN, 100 school districts will have been served out of 168 if you believe they have brought services to the 71 school districts they claim to have thus far.  This means 68 school districts will require additional funds, most likely private only, to finish.  The meeting was a disaster with the CEO talking down and being quite crass in his communication.  I don't think support is forthcoming from the SW.
